How to add a COVID-19 digital certificate

Before you start

To add your COVID-19 digital certificate to the Service Victoria app, you’ll need to be fully vaccinated against COVID-19 and have the latest version of the Service Victoria app installed on your phone. You’ll also need either:

You can add your COVID-19 digital certificate to the Service Victoria app from the Express Plus Medicare app or your myGov account. The easiest way is through the Express Plus Medicare app.

  1. Make sure you have the Express Plus Medicare app. You can download it from the App store or Google Play store.
  2. Update your Service Victoria app at the App store or Google Play store.
  3. Open the Express Plus Medicare app.
  4. Tap ‘Proof of vaccinations’.
  5. Tap 'View history'.
  6. Tap 'Share with check in app'.
  7. Tap ‘Share’ next to Service Victoria.
  8. Read the conditions, then tap ‘Accept and share’.
  9. Tap ‘Add certificate’.
  10. If you see a screen which says ‘Show your COVID-19 digital certificate with an orange button at the bottom which says ‘Add certificate via myGov’ tap ‘Close’ in the top left corner.
  11. Your COVID-19 digital certificate is now added to your Service Victoria app and linked for QR code check-in.

Step by step written instructions are below the video.

  1. Update your Service Victoria app at the App store or Google Play store.
  2. Open the Service Victoria app and click on ‘Add certificate via myGov’. If you don’t want to add your COVID-19 digital certificate right now, you can tap ‘Close’ and add it another time.
  3. Log in to your myGov account. If you don’t have a myGov account, get one at myGov account.
  4. Scroll to ‘proof of COVID-19 vaccination’ and tap ‘Go to Medicare’.
  5. Tap ‘View History’

  6. Tap ‘Share with check-in app’.
  7. Tap ‘Service Victoria’.
  8. Once you’ve read the conditions, tap ‘Accept and share’. You’ll see the message: ‘Sending certificate’.
  9. Once you see your COVID-19 digital certificate, tap ‘Add certificate’.
  10. Your COVID-19 digital certificate is now added to your Service Victoria app and linked to the QR code check-in function.

If you don’t have Medicare, you can still add your COVID-19 digital certificate to your Service Victoria app from myGov using your Individual Healthcare Identifier (IHI).

  1. Sign in to your myGov account using a browser on your device.
  2. Select the ‘Individual Healthcare Identifiers’ service.
  3. Select ‘View immunisation history’ on the ‘Immunisation history’ tile..
  4. Tap your name and ‘Share with check-in app’.
  5. Tap ‘Service Victoria’.
  6. Once you’ve read the conditions, tap ‘Accept and share’. You’ll see the message: ‘Sending certificate’.
  7. Once you see your COVID-19 digital certificate, tap ‘Add certificate’.
  8. Your COVID-19 digital certificate is now added to your Service Victoria app and linked for QR code check-in.

If you’re using an iPhone or Apple device, you can use either the Safari or Chrome browsers. If you’re using an Android device, you’ll need to use the Chrome browser.

You can get information from the Services Australia website about getting proof of your COVID-19 vaccinations online if you’re not eligible for Medicare.

Services Australia has information if you can’t have a COVID-19 vaccination for medical reasons.

Your doctor will need to update your record on the Australian Immunisation Register (AIR) to say you have a medical exception. This is also known as a medical contradiction.

Once this is registered on AIR, you will be able to add your COVID-19 digital certificate to the Service Victoria app from the Express Plus Medicare app or myGov.

To protect your privacy, when you check in using the Service Victoria app people won’t know if you’re exempt or fully vaccinated.

What information do venues or businesses see when I show them my Service Victoria check-in confirmation screen?

When you check in using the Service Victoria app your confirmation screen will show:

  • A green tick to show you’ve checked in
  • If you’ve added your COVID-19 digital certificate - your name, a white tick on a green background and ‘valid certificate’ will be displayed
  • If you haven’t added your COVID-19 digital certificate - your name, question mark in a red circle and ‘no certificate’ will be displayed

Only some business and venues require proof of vaccination. If you’re not required to show proof of vaccination, you can hide your status on the app when you check in.

  1. Open your Service Victoria app and scan the QR code.
  2. Tap ‘Check-in’.
  3. Toggle the button next to ‘Show vaccination status’ to hide.
  4. Tap ‘Done’ to finish your check in.

A venue or business may ask to see your COVID-19 digital certificate, which you can show them by tapping on your certificate. They’ll then see your name, date of birth, vaccination status and a QR code. A venue may also ask to see another form of ID, for example your driver licence, to confirm the identity on your COVID-19 digital certificate.

A venue can use the latest version of the Service Victoria app to scan the QR code that appears below the certificate to check it is authentic. The QR code automatically regenerates after a short amount of time as an extra security measure to prevent fraudulent activities.

When you use the Service Victoria app, venues don't store any of your check-in info or your vaccination status.

What do the symbols mean on the check-in screen when I’m making sure someone has checked in to my business?

When a customer checks in to your event or business using the Service Victoria app and shows you the confirmation screen, you will see:

  • a green tick to show they’ve checked in
  • if the customer has added their COVID-19 digital certificate to the app you’ll also see:

    • their name
    • a white tick on a green background
    • ‘Valid certificate’
  • If the customer hasn’t added their COVID-19 digital certificate to the app you’ll see:

    • their name
    • a question mark in a red circle
    • ‘No certificate’

If the customer hasn’t yet linked their COVID-19 digital certificate to the Service Victoria app, it will say ‘No certificate’. This could:

  1. The customer may be fully vaccinated but is yet to link their digital certificate to the Service Victoria app
  2. The customer is not fully vaccinated and is only partially vaccinated
  3. The customer has not received any doses of the COVID-19 vaccine
  4. The vaccination status of the customer is unknown

A venue may ask to see a customer’s proof of vaccination, which a customer can show on their app by tapping their COVID-19 digital certificate. It will show name, date of birth, vaccination status and a QR code. A venue may also ask to see another form of identification, for example their Driver Licence, to confirm the identity on their COVID-19 digital certificate.

A venue can use the Service Victoria app to scan the QR code that appears below the certificate to check it is authentic. The QR code automatically regenerates after a short time as an extra security measure to prevent fraudulent activities.

You will need the latest version of the Service Victoria app to scan the QR code on the COVID-19 digital certificate.

If the QR code is authentic, when it is scanned with the Service Victoria app you will see a green tick, name of the customer and ‘Certificate validated. Check against photo ID if needed’. If the QR code is not authentic, when scanned with the Service Victoria app you will see a red cross and ‘Validation failed. Certificate failed validation’. If it comes up red, it might be because the code has expired. It only lasts 5 mins. Make sure you are scanning with the latest version of the Service Victoria app. Ask the person to refresh their code and scan again. If that doesn’t work, ask the person to show proof of vaccination another way.

When a customer checks in with the Service Victoria app, the check-in details and vaccination status is not kept or stored by the business or venue.

Can I add other people’s COVID-19 digital certificates to my Service Victoria app e.g. my dependants?

Right now, you can only add your own COVID-19 digital certificate to the Service Victoria app. We’re working with the Commonwealth to develop a future update to the Service Victoria app will include the option of storing the COVID-19 digital certificates of dependants. This will make it easy to check in your dependants and show their vaccination status at the same time.

Make sure you download the latest version of the Service Victoria app to take advantage of new features as they become available.

Victorians sharing a smartphone need to have their own individual proof of vaccination.

Can I check in other people using my Service Victoria app, if they don’t have a COVID-19 digital certificate?

Yes, you can still check in people who can’t do it themselves on the app with the ‘add another’ feature.

Can I remove my COVID-19 digital certificate from the Service Victoria app?

Yes, you can remove your COVID-19 digital certificate at any time.

To remove your certificate from the app, go to ‘View certificate’ and tap ‘Remove’.

If I’ve only had 1 dose of the vaccine, can I add a digital vaccination certificate to my Service Victoria app?

No, you can only download your COVID-19 digital certificate when you have had both doses of a COVID-19 vaccine.

I’m a veteran. How do I get a COVID-19 Digital Certificate and add it to the Service Victoria app?

If you’re a Department of Veterans’ Affairs (DVA) gold card holder and you have a Medicare number, you can access your COVID-19 digital certificate through either:

If you’re a DVA gold card holder and don’t have a Medicare number, access your My Health Record and link it to your myGov account to get proof of your COVID-19 vaccinations.

Once you can access your COVID-19 Digital Certificate in myGov or the Express Plus Medicare app, you can add it to the Service Victoria app.

Can I hide my proof of vaccination on the app at venues that don’t require it?

Only some business and venues require proof of vaccination. If you’re not required to show proof of vaccination, you can hide your status on the app when you check in.

  2. Tap ‘Check-in’.
  3. Toggle the button next to ‘Show vaccination status’ to hide.

I am vaccinated but haven’t yet received my COVID-19 digital certificate. What should I do?

Check your myGov account is linked to your Medicare online account to get your COVID-19 digital certificate. Read how to set up and link your Medicare online account to myGov.

The Australian Immunisation Register (AIR) can take up to 10 days to register your vaccination. This might be the reason for the delay.

Check your myGov account frequently for your COVID-19 digital certificate. If your COVID-19 digital certificate is still not available after 10 days, call the Australian Immunisation Register on 1800 653 809. The digital vaccination certificate is generated by the Australian Immunisation Register, a service of the Australian Government.

I’ve been trying to download my COVID-19 digital certificate from the Express Plus Medicare app to the Service Victoria app, but it won’t work. What should I do?

Make sure you have the latest version of the Service Victoria app. Download it from the App store or Google Play store.

I've been trying to download my COVID-19 digital certificate from myGov to the Service Victoria app, but it gets "stuck" and won't work.

This could be an issue with the settings on your iPhone if you are using iOS 11 or 12. Here’s how you can fix it:

  1. Turn off your pop-up blocker in the browser setting. Do this by tapping ‘settings’ on your home screen.

Why can't I download the Service Victoria app?

If you're having trouble downloading the app, check:

  • your device is compatible with the Service Victoria app. You’ll need an iPhone 5 or newer with iOS11 or above, or an Android phone less than 6 years old with OS 6.0 or newer
  • your internet connection
  • your Apple ID and password or your Google account login (if using Android)
  • there is enough storage space on your phone.

If you’re still having problems after these checks, you can ask a staff member to check you in using the venue assisted Kiosk, or with pen and paper as a last resort.

If you’ve forgotten your myGov username, use either of the following when logging in

  • the email address you told myGov when you created your account
  • Select the Forgot username link on the myGov sign in page

How can I see my COVID-19 digital certificate in the Service Victoria app once I’ve added it?

  1. Open your Service Victoria app.
  2. Press the ‘Certificates’ button next to the check-in button. It looks like a list with a tick.

Your COVID-19 vaccination status will show each time you check in to a venue using the Service Victoria app. You’ll see a white tick in a green circle to show that you’ve checked in, plus your name and the word ‘valid certificate’.

Who else can see my COVID-19 digital certificate in my Service Victoria app?

Only you can see your COVID-19 digital certificate in the app. It’s added to your phone. Service Victoria does not have access to the COVID-19 digital certificate or see if you’ve downloaded it. Your certificate can only be seen by you and anyone else who has access to your Service Victoria app.

Service Victoria doesn’t have access to or store your COVID-19 digital certificate. No other personal or medical data linked to your Medicare account is accessible through the Service Victoria app.

What information will a venue be able to see when I check in?

When you check-in the venue only gets to see you have linked and added a valid COVID-19 digital certificate on your phone. Your health information will be kept private and not disclosed to the venue.

Could someone else add my COVID-19 digital certificate to their Service Victoria app?

No. The Service Victoria app will only import COVID-19 digital certificates from your personal Express Plus Medicare app and Medicare online account via myGov.

For now, you can only download one COVID-19 digital certificate to each Service Victoria app.

Only a person with your Express Plus Medicare or myGov login details can download your COVID-19 digital certificate to their Service Victoria app. You should only download your COVID-19 digital certificate to your own device. Services Australia can monitor for excessive, multiple installation of the same COVID-19 digital certificate and can cancel these remotely.

Am I legally obliged to add my COVID-19 digital certificate to the Service Victoria app?

It’s not a legal requirement to have the Service Victoria app, or to add your COVID-19 digital certificate to it. However, using the app is the quickest and easiest way to prove your vaccination status at businesses and events in Victoria.

Do I have to link my proof of vaccination to other states’ check-in apps if I travel there?

Yes, and you can do this via the Express Plus Medicare app or your myGov account.
