Before you start

To add your COVID-19 digital certificate to the Service Victoria app, you’ll need the latest version of the Service Victoria app installed on your phone. You’ll also need either:

  1. Make sure you have the Express Plus Medicare app. You can download it from the App store or Google Play store.
  2. Update your Service Victoria app at the App store or Google Play store.
  3. Open the Express Plus Medicare app.
  4. Tap ‘Proof of vaccinations’.
  5. Tap 'View history'.
  6. Tap 'Share with check in app'.
  7. Tap ‘Share’ next to Service Victoria. If you’re adding your updated certificate, tap ‘Share again’.

  8. Read the conditions, then tap ‘Accept and share’.
  9. Tap ‘Add certificate’.
  10. If you see a screen which says ‘Show your COVID-19 digital certificate with an orange button at the bottom which says ‘Add certificate via myGov’ tap ‘Close’ in the top left corner.
  11. Your COVID-19 digital certificate is now added to your Service Victoria app.

  1. Update your Service Victoria app at the App store or Google Play store.
  2. Open the Service Victoria app and tap the COVID-19 button at the bottom of the home screen.
  3. Tap ’Add’.
  4. Tap 'Add certificate via myGov’.
  5. Log in to your myGov account. If you don’t have a myGov account, get one at myGov account.
  6. Scroll to ‘proof of COVID-19 vaccination’ and tap ‘Go to Medicare’.
  7. Tap ‘View History’

  9. Tap ‘Service Victoria’. If you’re adding an updated certificate, tap ‘Share again’.

  10. Once you’ve read the conditions, tap ‘Accept and share’. If you have multiple people listed in your app, you’ll need to select the person who the certificate is for. You’ll see the message: ‘Sending certificate’.
  11. Once you see your COVID-19 digital certificate, tap ‘Add certificate’.
  12. Your COVID-19 digital certificate is now added to your Service Victoria app.

If you don’t have Medicare, you can still add your COVID-19 digital certificate to your Service Victoria app from myGov using your Individual Healthcare Identifier (IHI).

  1. Sign in to your myGov account using a browser on your device.
  2. Select the ‘Individual Healthcare Identifiers’ service.
  3. Select ‘View immunisation history’ on the ‘Immunisation history’ tile.
  4. Tap your name and ‘Share with check-in app’.
  5. Tap ‘Service Victoria’. If you’re adding an updated certificate, tap ‘Share again’.

  6. Once you’ve read the conditions, tap ‘Accept and share’. You’ll see the message: ‘Sending certificate’.
  7. Once you see your COVID-19 digital certificate, tap ‘Add certificate’. If you have multiple people listed in your app, you’ll need to select the person who the certificate is for.
  8. Your COVID-19 digital certificate is now added to your Service Victoria app.

If you’re using an iPhone or Apple device, you can use either the Safari or Chrome browsers. If you’re using an Android device, you’ll need to use the Chrome browser.

You can get information from the Services Australia website about getting proof of your COVID-19 vaccinations online if you’re not eligible for Medicare.

Services Australia has information if you can’t have a COVID-19 vaccination for medical reasons.

Your doctor will need to update your record on the Australian Immunisation Register (AIR) to say you have a medical exception. This is also known as a medical contradiction.

Once this is registered on AIR, you will be able to add your COVID-19 digital certificate to the Service Victoria app from the Express Plus Medicare app or myGov.

To protect your privacy, when you show your digital certificate in the Service Victoria app people won’t know if you’re exempt or fully vaccinated.

Shortly after you get your third dose immunisation, your immunisation record will be updated.

To add your updated certificate, make sure you have the latest version of the Service Victoria app by updating it in the App Store or Google Play Store.

  1. Tap the COVID-19 button at the bottom of the home screen.

  3. If you're due for your third dose, you'll see 'Book appointment' and 'Update certificate'. If you've had your third dose, tap 'Update certificate'.

If you can‘t see the option to ’Update certificate‘, you’ll need to add your updated certificate the same way as you first added it to the app. You can do this using the Express Plus Medicare app or myGov.

You don’t need to delete your previous certificate from the app. When you add your new certificate to the app, it will simply replace the old one.

Once you’ve updated your certificate, you can view it by tapping ‘View Certificate’. Your updated certificate will show the dates of your COVID-19 vaccination doses. It will also show the date you most recently added your certificate to the Service Victoria app.

How can I see my COVID-19 digital certificate in the Service Victoria app once I’ve added it?

  1. Open your Service Victoria app.
  2. Tap the COVID-19 button at the bottom of the home screen.

Showing a child’s proof of vaccination

You can add the COVID-19 digital certificates of other people on your Medicare account to your Service Victoria app. It’s another easy way to show the vaccination status of your family or other dependants you care for.

If someone can add their own COVID-19 digital certificate to their own device, they should.

Only add someone else’s certificate to your Service Victoria app if you already have access to their COVID-19 digital certificate through Medicare and if they can’t add it to their own device.

The Service Victoria app is just one way to show your proof of vaccination.

Other people prefer to use a hard copy print out of their COVID-19 vaccination certificate. You can get this from myGov or from the Australian Immunisation Register. Other ways to show proof of vaccination are at coronavirus.vic.gov.au/vaxproof.

Adding your child’s certificate to your Service Victoria app is easy. You’ll simply follow most of the same steps as when you added your own certificate to the app. You will need either:

You can see or show your dependants’ COVID-19 certificates in your app by tapping on the COVID-19 button at the bottom of the home screen. Then tap 'View certificate' under their name to see their COVID-19 digital certificate.

How do I remove a dependant’s certificate from my app?

To remove a dependant’s certificate from your app:

  1. Tap the COVID-19 button at the bottom of the home screen.
  2. Tap the certificate you want to delete.
  3. Tap the delete icon – it looks like a rubbish bin – in the top right corner of the screen
  4. You will see a message that says ‘Remove certificate. Removing this certificate means you will have to add it again through myGov or the Express Plus Medicare app.’ Tap ‘Remove’.

You can add multiple dependant’s certificates to your Service Victoria app. You must add them one at a time from myGov or the Express Plus Medicare app.

There are several ways your child can show proof of vaccination without a smartphone, including using a printed copy of their COVID-19 digital certificate.

Find the different ways of showing proof of vaccination at Proof of vaccination if you don't have a smartphone.

You can also add their certificate to your Service Victoria app alongside your certificate.

You can add your child’s certificate to the Service Victoria app on their device the same way you added your certificate to your device.

Log into your myGov or Express Plus Medicare app on their device, then select your child’s name so their certificate is added to their smartphone.

Services Australia advise that once a person turns 14, the parent or guardian will no longer be able to access their immunisation history statement. The child will need to access this using their own Medicare online account through myGov. They can also use the Express Plus Medicare mobile app.

If your child has their own Medicare account (because they are 14 or older) but doesn’t have a smartphone there are other ways of showing proof of vaccination such as a hard copy print out of their COVID-19 vaccination certificate.

I’m a veteran. How do I get a COVID-19 Digital Certificate and add it to the Service Victoria app?

If you’re a Department of Veterans’ Affairs (DVA) gold card holder and you have a Medicare number, you can access your COVID-19 digital certificate through either:

If you’re a DVA gold card holder and don’t have a Medicare number, access your My Health Record and link it to your myGov account to get proof of your COVID-19 vaccinations.

Once you can access your COVID-19 Digital Certificate in myGov or the Express Plus Medicare app, you can add it to the Service Victoria app.

I am vaccinated but haven’t yet received my COVID-19 digital certificate. What should I do?

Check your myGov account is linked to your Medicare online account to get your COVID-19 digital certificate. Read how to set up and link your Medicare online account to myGov.

The Australian Immunisation Register (AIR) can take up to 10 days to register your vaccination. This might be the reason for the delay.

Check your myGov account frequently for your COVID-19 digital certificate. If your COVID-19 digital certificate is still not available after 10 days, call the Australian Immunisation Register on 1800 653 809. The digital vaccination certificate is generated by the Australian Immunisation Register, a service of the Australian Government.

I’ve been trying to download my COVID-19 digital certificate from the Express Plus Medicare app to the Service Victoria app, but it won’t work. What should I do?

Make sure you have the latest version of the Service Victoria app. Download it from the App store or Google Play store.

I've been trying to download my COVID-19 digital certificate from myGov to the Service Victoria app, but it gets "stuck" and won't work.

This could be an issue with the settings on your iPhone if you are using iOS 11 or 12. Here’s how you can fix it:

If you’ve forgotten your myGov username, use either of the following when logging in

  • the email address you told myGov when you created your account
  • Select the Forgot username link on the myGov sign in page

Who else can see my COVID-19 digital certificate in my Service Victoria app?

Only you can see your COVID-19 digital certificate in the app. It’s added to your phone. Service Victoria does not have access to the COVID-19 digital certificate or see if you’ve downloaded it. Your certificate can only be seen by you and anyone else who has access to your Service Victoria app.

Service Victoria doesn’t have access to or store your COVID-19 digital certificate. No other personal or medical data linked to your Medicare account is accessible through the Service Victoria app.

Could someone else add my COVID-19 digital certificate to their Service Victoria app?

No. The Service Victoria app will only import COVID-19 digital certificates from your personal Express Plus Medicare app and Medicare online account via myGov.

Only a person with your Express Plus Medicare or myGov login details can download your COVID-19 digital certificate to their Service Victoria app. You should only download your COVID-19 digital certificate to your own device. Services Australia can monitor for excessive, multiple installation of the same COVID-19 digital certificate and can cancel these remotely.

Am I legally obliged to add my COVID-19 digital certificate to the Service Victoria app?

It’s not a legal requirement to have the Service Victoria app, or to add your COVID-19 digital certificate to it. However, using the app is a quick and easy way to prove your vaccination status.
